here's a suggestion for a hybrid of the first suggerstion from Rich and the cleverest bit of Steve's cunning plan.

Everyone has a wiki page with the pubs in Cheltenham they like on in order. Instead of each person voting for a pub each week Dr Tone simply selects the pub highest up their list, which isn't registered as a preference for them. We supply Dr Tone with availabilities and he uses my algorithm to select the pub.

This method offers the usability of Steve's scheme - so you merely have to tell Dr Tone your pub preferences once. Given the availabilities info, Dr Tone does all the clever work to choose the pub.
